Compliance & Related Issues

Each externally funded project must be managed within guidelines required by the state and federal government, as well as additional guidelines that may be established by individual funding agencies.  The links below are provided to provide relevant information on these guidelines to individuals who are pursuing or have been awarded grant funds.  Some of the links are also provided to point potential grant developers to on-line submission portals related to federal funding.

Grants.gov (www.grants.gov) – This website is a one-stop shop for finding and applying for federal grants.  The website is searchable in several ways, and provides additional supports and tools related to proposal preparation and submission.

Office of Management & Budget (OMB) (http://www.whitehouse.gov/omb)   - The OMB assist the President in the preparation and supervision of the federal budget. According to their website, OMB “evaluates the effectiveness of agency programs, policies, and procedures, assesses competing funding demands among agencies, and sets funding priorities.  In addition, OMB oversees and coordinates the Administration's procurement, financial management, information, and regulatory policies. In each of these areas, OMB's role is to help improve administrative management, to develop better performance measures and coordinating mechanisms, and to reduce any unnecessary burdens on the public.”  Of particular interest to TSTC are the OMB circulars governing the administration of grant-funded projects in higher education.  Details on these circulars, earmark funding, and more are posted on the OMB website.  Audits and monitoring related to federal grant awards measure TSTC grant administration’s conformity to these federal standards.

NSF Grant Proposal Guide (www.nsf.gov/publications/pub_summ.jsp?ods_key=gpg) – this publication provides detailed requirements for projects funded by the National Science Foundation.  The program guide is useful in the preparation of grant proposals as well as in the administration of those proposals post-award.

Texas Financial Manual for Grants & Contracts (FMGC) (www.twc.state.tx.us/business/fmgc/fmgc_toc.html) – Contracts and grants awarded to TSTC by the State of Texas are administered within parameters established in the FMGC.    Audits and monitoring of state contracts and grants measure TSTC grant administration’s conformity to these state standards.

Texas Workforce Commission (TWC) Employee Training Programs (http://www.twc.state.tx.us/customers/bemp/bempsub6.html) - TWC provides a variety of funding opportunities to Texas employers seeking funds to support training of new and incumbent workers.  This URL provides information on these funding streams which may be of use to individuals seeking to partner with employers in the pursuit of grants related to workforce training.

State of Texas Grants Team (http://www.governor.state.tx.us/divisions/stategrants) - State Grants Team. The State Grants Team provides technical assistance, statewide grants training and federal liaison services to Texas state agencies, all subdivisions of government, and nonprofit organizations. The Team.s legislative mandate also requires management of the Texas Review and Comment System (TRACS) and administration of the Uniform Grants Management Standards.
