Each externally funded project must be managed
within
guidelines required by the state and federal government, as well as
additional
guidelines that may be established by individual funding agencies. The links below are provided to
provide
relevant information on these guidelines to individuals who are pursuing or
have been awarded grant funds.
Some
of the links are also provided to point potential grant developers to
on-line
submission portals related to federal funding.
Grants.gov
(www.grants.gov) – This website
is a
one-stop shop for finding and applying for federal grants. The website is searchable in several
ways, and provides additional supports and tools related to proposal
preparation and submission.
Office
of Management & Budget (OMB) (http://www.whitehouse.gov/omb) - The OMB assist the
President in the preparation and supervision of the federal budget.
According
to their website, OMB “evaluates the effectiveness of agency programs,
policies, and procedures, assesses competing funding demands among agencies,
and sets funding priorities. In
addition, OMB oversees and coordinates the Administration's procurement,
financial management, information, and regulatory policies. In each of these
areas, OMB's role is to help improve administrative management, to develop
better performance measures and coordinating mechanisms, and to reduce any
unnecessary burdens on the public.”
Of particular interest to TSTC are the OMB circulars governing the
administration of grant-funded projects in higher education. Details on these circulars, earmark
funding, and more are posted on the OMB website. Audits and monitoring related to
federal
grant awards measure TSTC grant administration’s conformity to these
federal standards.
