Planning & Performance
TSTC has developed an Institutional Effectiveness Cycle based on the Plan-Do-Study-Act (PDSA) model of quality management pioneer Dr. W. Edwards Deming (1993). This model presents a continuous cycle of planning, implementation, evaluation, and responsive actions to improve processes. An overview of the planning and evaluation process is described in the TSTC Planning & Evaluation Handbook (pdf).
Strategic & Operational Planning
One element of the process is the TSTC Waco Strategic Plan (pdf), which includes Critical Success Factors and Strategic Goals & Initiatives for a five-year period. Each department also submits an annual Unit Action Plan as part of the annual budgeting process and evaluates results based on prior year performance and alignment with college-wide critical success factors.
Performance data from enterprise software systems, institutional surveys, and other data sources provide feedback to the college and its departments on improvement initiatives and their effectiveness. The Critical Success Factor Outcomes Report (pdf) consolidates data from several other reports and surveys and organizes them around the key measures of the TSTC Waco Strategic Plan. Individual departments can track unit level data by logging into the employee portal.
